Purchasing
The Procurement Department ensures that the supplies, equipment, and services required for the functioning of all town-wide departments are procured in a fair, open and transparent manner, at the best value pricing, and in compliance with applicable procurement laws.
The type and estimated cost of the purchase determines which law(s) apply to a particular procurement. The Town of Franklin is subject to MGL Chapter 30B for Goods and Services, MGL Chapter 30 39M for Public Works Projects, MGL Chapter 149 for Building Projects, and MGL c 7C for Design Services for Public Building Projects.
The Town meets or exceeds requirements for advertising solicitations. Bid opportunities are posted, as required, in the Central Register, Goods and Services Bulletin, COMMBUYS, Newspapers, and the Town of Franklin website as sources of information.
Interested vendors and contractors are strongly encouraged to obtain procurement documents and specifications by downloading them from the Town website and registering as a plan holder. This will ensure receipt of accurate information and will provide the Town with contact information for notification of any addenda, if issued.
