Instructions for Applying for a Solicitation Permit

All parts of the application must be filled out completely by the owner/manager of the company or organization. Applications for permits shall be made not less than 48 hours in advance.

All information must be filled out completely for each individual person who intends to actually do the soliciting. (A copy of a driver's license or state ID with photo must be attached.) A complete background check will be completed on all applicants. Massachusetts General Laws, Chapter 6 Section 172C requires the police to notify the applicant that Criminal History checks will be done to process this application.

The Franklin Police Department will contact the applicant within 20 days on whether a solicitation permit has been issued or the application has been denied. Please refer to the Town of Franklin Solicitation By-Law for more information.

Once an application has been approved, a fee of $100 for 1 solicitor and $20 for each additional solicitor must be paid at the Franklin Police Department. Payment can be made online with ACH or Credit Cards. Checks will be accepted in person, however no cash can be used to pay.

Each solicitor will be given a copy of the solicitors permit application and must have the permit on their person at all times while soliciting.

All permits are issued for 120 days. If a permit needs to be extended, a written request must be submitted by the applicant and turned in to the police department. If a permit has expired over 30 days, the process of applying must be restarted and the applicable fee will be charged.

Hours of operation shall be limited to the period between 9 am to 7 pm, or one-half hour prior to sunset. No solicitation after dark.

Applicants are expected to be familiar with all relative Town bylaws pertaining to soliciting

Note: To complete this application, you will need information on every person whom you intend to conduct business in the Town of Franklin. You will also need to attach a photo ID to this application for each person. Please have those files prepared prior to filling out this application.
